How Outline Planning Approval Maximize Site Potential

When seeking planning permission, the first and most important question is whether a proposal is acceptable “in principle.”

​

Put simply, this means: Is this proposal acceptable on this piece of land at all?

​

Before anyone looks at what the building will look like, what materials will be used, or exactly where the windows will go, the local council will need to establish this basic principle.

​

For example:

  • Is a new house allowed on this site?

  • Is it in the Green Belt or another protected area?

  • Is the land allocated for something else, such as employment use?

  • Would the general scale of development be suitable here?

​

Councils make these decisions based on their local development plan and national policy, including the National Planning Policy Framework (often called the NPPF). If a proposal goes strongly against these policies, it is likely to be refused regardless of how attractive or well-designed it is. In other words, good design cannot usually fix a proposal that is unacceptable in principle.

​

This is where an Outline Planning Application can be useful. Outline permission allows you to ask the council to confirm that the development is acceptable in principle before you spend significant time and money on detailed drawings. If outline permission is granted, the finer details (called “reserved matters”) are submitted later.

​

Pre-application discussions (often called “pre-apps”) take place at an early, informal stage. They allow you to seek initial feedback from the council before submitting a formal application. While not legally binding, pre-app advice can indicate whether the principle of development is likely to be supported. In more complex cases, they also demonstrate a proactive and cooperative approach, important in a system where personal judgement can influence the outcome.
